Those two words are some of the most important words in English (and every other language).

Sadly, many people do not say "thank you" enough.

I believe that "thank you" is an ellipsis (a short way) to say: I thank you.

And "thanks" is an ellipsis of I give you thanks.

The formal answer is: You are welcome.

Where I live, I wouldn't describe 'You are welcome' as formal.

And there is also another option. When someone thanks you, just say nothing. Sometimes it's nice to add a little eye contact and a very slight smile.
