What is "skinny speedster and juiced balls?"

I came across this phrase "skinny speedster" and searched dictionaries and the Internet in vain. Could someone tell me what skinny speedster means? A very skinny person or with a special meaning for sport?

Also juiced balls and ballplayers? What do they stand for? Drunk players?
