The increase is suspect

hi,

Can anyone explain why there's no article before "suspect"? "Suspect" is always a countable noun, isn't it?

“The increase is suspect, to put it mildly,” said Douglas Porter, senior economist at BMO Nesbitt Burns Inc., in a morning note.
