The Church Under Fire

this is an article i need to translate(so i can't change it) and there are some sentence i am not quite sure about.

1 Allegations of sexual abuse continue to emerge against members of the churches and last week they reached the top of the Catholic Church in Australia. does "the top of" means "the head of (ie the archbishop)?

2 The Archbishop of Sydney, George Pell, voluntarily stood aside while an inquiry is conducted into allegations that he sexually assaulted a boy some 40 years ago at a holiday camp in Victoria. what is the meaning of "stood aside"? is it "stopped working" or "stayed out of the inquiry"?

3 The Catholic Church has settled with a number of complainants and is in the process of dealing with more. does "settle with" has any implication of "deal with something secretly" or it is the same with "deal with"?
