please help to analyse a long and complicated sentence.

The people of South-East and North-East Asia are only just beginning to feel the burgeoning effects of the region's curren economic crisis.(this sentence is provided as background knowledge, please explain the following sentence) Analysed by certain quarters as being directly related to the extensive liberalisation within the world financial markets, regionally, the struggle to understand what is happening, and what needs to be done to prevent future recurrences of the same problem, created heated debate at various fora.

I can get the general idea of it, but since i have to translate it i need to be clear of everything. the problem is in the underlined part of the sentence, "what" is analysed by certain quarters as being directly related to the extensive liberalisation within the world financial market? is it "the struggle" or something else? it is an adapted article, so i am thinking maybe they omit something important. if you don't think so, please explain your opinion. thank you very much!
