Meaning of 'larger than life'

It means: exaggerated in size, appearance or behaviour and likely to attract attention.

i would use the expression to mean legendary... when the persona surpasses the person.

ex:
winston churchill was larger than life.

(his deeds, character, and history are far greater than his humble human being. his life continues to affect us well after his death.)

Yes you are right. Winston Churchill was larger than life. He was actually 5'7'' and 150 pounds, but, because of his impressive character, he looked like a guy of 7'2" and 350 pounds, a figure much larger than his life-size.
