Does if only mean the same as she wished in the following sentence?

If only he would speak to her, she had missed him so much.

No. It means the same as I wish.... Compare:

Well, it depends, doesn't it? If it is written from her point of view and that's supposed to be one of her thoughts, then "I wished" and "she wished" could be considered the same thing, yes? Do you get what I mean?
