IELTS or TOEIC?

I am planning to take an English certificate exam to qualify for graduation. I am hesitating between IELTS or TOEIC. Can you give me some advice?

I need to get the certificate before September this year, will it be enough time to study? I am a person with a basic foundation.

Agree, I've taken TOEIC before, and it was pretty easy to pass as 500+ if you had basic English and spent time working on it. :)
