No, it isn't. That is totally incorrect. You need to use "did" in this case.

Ex.:

Where did he go? correct Where do he went? incorrect

What did he do? correct What do he did?/What he did? both are incorrect, but it's not unlikely that you hear people saying "What he did?" when talking. Remember that it's an incorrect usage though, and try to avoid

I'd like to add a comment that such people are most likely not native speakers. I don't see this as a common native speaker error.
