have or has?

(a) The importance of relational databases and their underlying philosophy has been underestimated in recent years.

(b) The attempts on bridging the gap between object oriented software systems and relational databases has been assumed to be best done in the object domain.

I think the aux verb has to be 'have' instead of 'has'. Am I correct?

I considered the subject of first sentence is a plural subject with "importance" and "philosophy" as subjects.
