My guess is that you live in Japan, ne?
In Japan there are many businesses whose names end in 'Off".
Book Off bookshop, Hard Off computer hardware (@#$%&*).
It may be they are suggesting they give discounts, i.e. 50% Off.
Other than that, I can think of no reason for this type of business name.
Was I right about you having seen that in Japan? If not, where?

Grammatically/logically it doesn't make sense at all but what you said may be right. Maybe entrance is by invitation only.
