Hi, i have two question about supposed to be or supposed. My other question is seem to be or seem.

i know a song: Sorry seems to be the hardest word. Why don't we say sorry seems the hardest word?

do we need to be? Is this rule?

for example; I suppose you are right or i suppose you to be right
