In the sense of cosmopolitan city, it means that the city consists of people from many parts of the world, ie the people in the city are collectively very cosmopolitan.

Metropolitan = relating to a metropolis [which is the principal city of a country or region]

So London is a cosmopolitan metropolis. Metropolitan cities will include [in England] Birmingham, Manchester, Liverpool, Bristol. Liverpool is also a cosmopolitan city.

actually dear word cosmos means whole world and therefore cosmopolitan city means a city having dwellers from all over the world....
