Apostrophes and plural numbers

Is it correct to use an apostrophe when using numeric plural numbers?

Eg. "In the late 1980s and early 1990s"
or "In the late 1980's and early 1990's"

I don't think so, otherwise it would be either: "In the late 1980 is" or "In the late 1980's" (singular '1980' being possesive)

Sorry but I don't understand your response.

I'll clarify my original question. When referring to the years from 1980 to 1989 do you refer to that decade as "the 1980s" or "the 1980's"?

I believe it to be the former but often see it written as the latter.
