deliberate & ambiguous

I came across the following question:

"People were surprised to find that he had the ability to ______ everything he was involved in.

1) comprehensive 2) alternative 3) deliberate 4) ambiguous

I chose C) at first , but the answer is D). D) can not be a verb, so I am wondering whether the answer is wrong and I still feel C) should be correct. Someone give me your ideas about this , please!
